It's going to come to an end on 28 August 2018. So if you still want the 20% discount, you need to pre-order games before that date.

 It's probably a money issue.  20% definitely eats their profits, and likely forces them to pay out of pocket, maybe 2~8 per game.  They're probably doing this as prime subs are slowing and profit due to the program has affected other sectors, so they likely see no benefit.  Thus playing the same card Best Buy did of giving a gift card, that keeps the money internally and induces more sales.

Sad, but definitely necessary.

I wish I was able to pre-order the Nintendo Switch version of Dragon Quest XI on Amazon before 28 August 2018.
