The Heroes games took a lot from Battle Road -- nearly all the character's Coup de Graces are directly lifted from their Battle Road finishers. -

And I can see why - not only it's Ike, but it's the very same model used in Battle Road, down to the pose. Cheapskates

They did, it just doesn't appear in the Battle Records. You can see him in the intro to his dimensional dungeons.

Several things just get really disorganized once you approach the end of the game, so if the final boss seems a little disorganized, that might be why.
