By 'special' maps, you mean the Legacy Boss maps, right?

most of the legacy boss maps are obtained by beating the stuffing out of a legacy boss.

Some of the Legacy Boss maps were apprently given out at special events, but these were the ones that you could still obtain as a rare drop from certain Legacy Bosses after they reached a certain level. Example: I believe Baramos will at certain levels drop the Murdaw map. The Dragonlord map is a rare drop from Greygnarl (the Grotto boss version).

Baramos drops Murdaw, Murdaw drops Dhoulmagus. Greygnarl drops Dragonlord, DragonLord drops Pizzaroll(heh heh) and Psaro drops Nimrod(Ha! Nimzo)

I play the side villain in Ringman's RP. Spying on the heros, but there's a perfectly good reason.
